I would prefer that an Italian-speaking person answers your question, but here we go:

"Chi mai" means "Who ever", as in Dalida's song:

"Dove andranno i nostri fiori chi mai può dire"

"Who can ever say where our flowers will go"

Used on its own, "Chi mai" is like an expression of spite, or restrained disappointment.

I hope this helps (and I hope it is correct).
